Letter expressing interest in joining Lackey in a building project in Washington, D.C., and reporting progress of construction of the new courthouse in Lancaster, S.C. [a design by Robert Mills]. Noting the height of the brick walls, O'Leary writes, "I am building A Court house in Lancaster at this time in copartnership with Mr. Flannagan; we have the house up to the springing of the arches; we expect to complete in about 3 months from this time."
